Net Group delivered the Eesti App for the Estonian Information System Authority (RIA).
The Eesti App brings the most important services of the national portal Eesti.ee directly to citizens’ smartphones.
It is the official mobile application that allows people to interact with the state anytime and anywhere — including secure identification and access to legally recognised documents and public services directly from their phone.
The Estonian Information System Authority (RIA) is a central government agency responsible for the development and operation of national information systems, digital public services, and cybersecurity.
RIA’s role is to ensure that Estonia’s digital services are secure, reliable, and usable for citizens, businesses, and the public sector.
Through its work, RIA helps ensure that Estonia remains a modern and internationally recognised digital state — with public services accessible through smart, legally binding digital solutions, including the national Eesti App.
Before the project, Estonia’s national portal Eesti.ee already offered access to many public services and was usable via mobile browsers. However, there was no dedicated national mobile app, and a clear need existed to bring key services — such as official documents, emergency alerts, prescriptions, and state notifications — into one coherent mobile interface.
As mobile-first service delivery became the global standard, Estonia sought to provide an official government app that matched its role as a digital state. Early experience gained through the M-riik initiative confirmed that citizens must be able to interact with the state wherever they are, not only from a desktop computer.
A public procurement was therefore launched to create a new, high-quality mobile application — not as a copy of the existing portal, but as a fundamentally new service interface enabling location- and device-independent access to government services.
The primary objective of the Eesti App was to adopt a mobile-first approach, ensuring that access to public services is no longer tied to a desktop computer. Citizens should be able to interact with the state wherever they are — on the move, outside the home, or in everyday situations — with the state effectively available in their pocket.
This was supported by a clear political mandate: as several countries had already introduced national government apps, Estonia’s role as a digital state required a functioning, official mobile application that matched its digital maturity.
A second key objective was to improve the overall service logic, enabling faster and more direct access to public services and official documents through a single mobile interface.
Finally, the solution needed to be future-proof — designed so that new services, such as national emergency alerts, could be added incrementally without rebuilding the system from scratch.
The most important outcome was successful delivery.
First fully functional version of the Eesti App was developed within a very short timeframe and released for public use. The development phase was intensive and demanding, yet the project was completed sustainably — demonstrating that rapid delivery is possible without compromising team stability or quality.
For the first time, several key public services were brought together in a single mobile application.
These included access to official documents, health-related information such as prescriptions, national emergency alerts, cadastral map layers, data access logs, and notifications from the national digital mailbox.
A key part of the implementation was the development of the emergency alert functionality,
led by Net Group. While subsequent enhancements are now handled by the state, the foundational logic and initial implementation of this functionality were created as part of the Eesti App project.

As of January 2026, the Eesti App has reached approximately 192,000 downloads across Android and iOS — a strong level of national adoption given Estonia’s estimated 250,000–300,000 active user ceiling.
In addition to the core app, Net Group contributed to the digital document solution, including the technical and legal groundwork required to ensure that digital ID documents are legally recognised when used via the app.
The collaboration between RIA and Net Group was close and intensive, with continuous coordination across multiple topics throughout the project. Development and design teams from both organisations worked together as a single, integrated delivery team.
Rather than operating as separate client and supplier groups, the teams shared responsibility and worked toward a common goal. Net Group functioned as an extension of RIA’s internal team, enabling open discussion, rapid decision-making, and joint problem-solving.
Net Group demonstrated a high level of professionalism and responsiveness throughout the project, making timely decisions that enabled the successful handover of the first production-ready version within four months.
